Alright first off open up photoshop and hit CTRL+N for a new document and go with something like the following:

Standard black background for now wit hwhite text. the font i used is Bleeding Cowboys available from http://dafont.com

After doing so you will want to rotate the canvas 90° Counter Clockwise.

After doing so you will want to go to Filter -> Stylize ->Wind and leave them at the default settings.

Do it 3 times or so after the initial one to get something like:

After doing so you will want to rotate it 90° Clockwise then apply a Gaussian blur radios of 3.0;

Next up duplicate your background so you will have 2 layers of the same.

Now make the top layer something red i made mine such as:

The bottom layer like an orange color.

Set top layer transparency to Luminosity. then go ahead and merge down.

After doing so you still aren't dont you will have to go to Filter -> Liguify

I suck at drawing curves of such but draw with a brush size of your choice i used default in this tutorial.

then you can go ahead hit apply. add a text layout back over it to give it a neater look as i've done below.
