The Bizarre Zoom Tutorial
First, you do a new image, black backround and a size of 450x150. Then, do scribbles in a bunch of different colors.I chose green, blue, cyan, red, and yellow. After you're done doing the scribbles, go to Filers -> Blur -> Radial Blur. Select Zoom, and an amount from 50 ot 100. Now, what does it look like. Here's what I got:
