i just want a download cms which where users can put a download up but it must be first approved by the admin |

You would basically use a php upload script. Google PHP file upload i am not the greatest with that but other people are. Sorry i wasnt much of a help. |

Or, you can do like what RMB has, just a link description title and all that stuff. |

download a download system like paFileDB from http://www.phparena.net/ and integrate that |
