[REQ] News script

Can someone make me a good, free news script with these functions:

Only Admin
- Add news
- Delete news
- Picture in the news
- Edit news
- category
- use smileyes in the news

Users
- Add comment
- use smileyes in the comments

Also, at the bottom of the news it must say: "News TITLE made by ADMIN NAME at TIME, DATE

Thats simple you could get up the basics of adding editing deleting news.

wysiwyg is like an editor u can add images ,hyperlink without writing the html code so even noob reporters can write
